Hi,
I'm facing this issue. With ACCESS 2007-16 I don'y find the way to reduce the size of the Form. I would have a very small Form 4" x 6 " but I cannot find anything in the property to change such dimension..
Also move the Form with the mouse.

In design view, you need to fix the edges so that they are the size you want. Save the form. Then open it and click on the size to fit. The form will adjust to that size and should stay at that size unless you change it programmatically.
 
Note also that forms resist being shrunk past a size that would crop controls on that form. As a trivial example, if you have a text box for a Long Text field and that box is 3 inches high and 8 inches wide, you cannot normally shrink the form to less than 3" x 8" for its inner border unless you allow it to scroll. Not saying you CAN'T force a form to crop something - but it is intentionally a bit harder than shrinking an empty form. Note also that this shrinkage restriction applies as well to items that are enabled but not visible. I've never actually tried to shrink a form with disabled controls that would be in the way of the shrinkage so I'm not sure about that case.
