No I do not have the full version. It's $179 dollars for the stand alone or I have to purchase subscription to Office 365.
I only was able to find the Runtime version.
So that must be the answer if you can run it.

The explanation is in the name -- "Runtime" version.
That means it is only able to execute the functions the developer created for that specific Access database application by the developer. It has no design capabilities.
The Runtime version is deployed in environments where users need to work with the Access database to do their job, but do not need to alter it in any way.
