Infopath designer: overlay controls on scanned form (1 Viewer)

Hi,

I'm trying to get my head around setting up infopath / sharepoint forms that link into access / sql server databases.

The first thing I'm trying to do is take a scanned image of a form and put the controls from the linked database on top of the relevant fields on the form picture. My problem is Infopath won't let me move the controls on top of the picture control.

Can anyone suggest a way to do this?
