Issues Opening Database

Hi, I'm haivng some issues with an Access database that I've taken over. It appears that the user that created it has made it impossible to open. I'm a .Net developer and not totally familiar with Access.

When I double click on the database to open it, I get a user created message that tells me that I am not welcome, and there is a link to Exit Now. When you click the link it closes the database. Most menu items have been removed, and when I right cliick to readd missing menu items it doesn't function. Can anyone help me out? Is there anyway to get into this thing?
 
Have you tried holding your SHIFT key down while opening the database (you have to keep holding it down until it fully opens)?

I have a small application with one table in it, and I have totally disabled all the menu functionality in it except the existence of the access taskbar window and the SHIFT key option still works for me on that one. It brings back all of the menus and everything, just like it's a brand new database.
