modules outside of access

I am able to get a module to work if I create it in ACCESS, which it DOES NOT access any tables within ACCESS. However, when I copy and paste the code within VB outside of ACCESS if will not work. Here is the error it references:

Option Compare Database <--

"No createable public component detected"

Can someone help me here?
