Mousemove Action On Label Field With No Code

I have a Form with Tab Contols. When I move the mouse over a label control on one of the pages, the form jerks as if there was an event on the mousemove event, but there is no code on the event. I have created a new test label control with no code on its mousemove event and it does it too. I created a blank new form with a blank new tab control and added a test label on it. It does it too.

Has anyone seen this? If yes do you have a resolution?
