Move to specific row

Hi,
There is some command to call the value of a specific row?
For example I want the "Blue" value there is a command to go to 3rd position of column "color"?



ID Code Color
1 11 Red
2 12 Black
3 13 Blue
4 14 Green


I've search about this but I didn't get if is possible.

If you know the table structure will always be the same,

Dlookup("Code Color","ID = 3")

or pass in the value

DLookup("Code Color","ID = " & liValue)
