I am receiving the message "The table 'MSysAccessStorage' is already opened exclusively by another user, or it is already open through the user interface and cannot be manipulated programmatically."
I searched the Knowledgebase yesterday, and thought that perhaps this was related to Database Bloat (Article ID 810415) but that didn't seem to correct the issue.
Any suggestions?

I would import all of the db objects into a new database. Anytime you get an error about a "MSys*" table your db or a part of it is corrupt.

I was actually working with another person overnight on another MS Access Support site. We had already established that I had imported all objects into a new Access Database and recompiled. No change. We check security settings, and all is well.
I was then searching via Google, and it appears as though this is a known issue between Novell Netware and MS Office. They have a couple of Netware Service Packs, which I will have to see if they have been installed. There was also a recommendation to turn Novell File Caching off.
I am researching this further before implementing any of the suggested fixes. I will report back whether this corrects the problem or not.

Solution

The issue ended up being caused by a setting on one of our Novell Netware servers. Novell has a feature called OPLOCKS (Opportunistic Locking) which conflicts with certain programs, Microsoft Access databases being one of them.
Before the IT department began looking into the issue, I had records begin to get corrupted in the database, which resulted in a complete extraction and rebuild of the database.
Once IT rebooted the server in question, it resulted in all of the LOCKS being released and there appears to be no further issues.
