Question Name conflicts with existing module,project, or object libray

DB is split with SQL
Running MS Access 2007

I goggle the error msg and found it has to converting the db. This db has been converted for some time now. I just received this message when I tried to modify a form. Being the admin I full rights. I can't rename, modify, or delete the form. I have to create a new form and make my changes.

How did this happen and how can I resolve the issue?

How did it happen? Most likely due to corruption. Sometimes objects in Access can corrupt (so it is good to keep backups) for no apparent reason. I'm sure there is and it could be working on it from your desktop while the file is on a network share and a very minor network disruption occurs and BAM! there it is. It is sometimes hard to tell what happened.
 
But you could attempt to DECOMPILE the file and then compile it again and compact and repair to see if that has any effect.
