Not showing all results I query

I am trying to query percent complete for different tasks. So in the query, I take the percent complete field and in the criteria, I put >"100" Or "0" Or "Null"

I am only seeing results for the numbers 99 through zero, which is good. My problem is that I also have some blank spaces in my percent complete table. There is no number or anything in that space. How do I make those "blanks" show up in my query?

Well for numbers dont use "100" But use 100, " make it a text instead of a number, which is bad!

Same thing with the Null, "" around it makes it text, not Null... Just use Null, without the ""
