Null Value Query Problem

Hi, I have this Query that are linked to my Forms, but i don't know how to write the right code if the value is Null for my second Query.

the problem I encountered is when I used my "Between Date Query"..

when the value of "MEPNumber" is blank or Null my report will give "ALL" the data results even if I entered some date range in my "Between" dates query..But when I enter "Any" Number in my "MEPNumber" fields, then my report will give me the right Date range (whatever my date range is).
