Odd form behavior

I have a single sub form with odd behavior.
It has several buttons in it's footer part.
When I open the form with no records the buttons will be shown on top

If I move the mouse over the buttons they will show up in correct place, but still the top ones will be active

With records it will show up cotrectly

All other sub forms that has exactly the same settings behave correctly

Yes, but they all do.

Check the filter on empty property.
I have seen some "odd" behaviour when there aren't any records on a sub form.
