Only show Header with a Detail Record (2 Viewers)

What would be the setting to start showing the subform values only if you can include the 1st row of data?
I don't want the subform report header and header to show up on the bottom of the page if they can't include the 1st detail record.

See what's happening now (top part of picture) and what I'm trying to do (bottom)

Can you show us a screenshot of your report in design view? Hard to tell what's what.

I wonder if it would help if you set the Detail Section's KeepTogether property to be Yes...

Still stuck. All of the Header and Detail group's KeepTogether are set to Yes.

I also tried changing the Grouping section to "keep header and first record together on one page" but that didn't work.

Here is where the "r_Key_Action_Items" fits as a sub report on the Summary report (red bracket).

I wonder if it would help if you set the Detail Section's KeepTogether property to be Yes...
