[OpenRDA ODBC] RDA error

I am having trouble connecting to SQL Server 7.0 tables through Access 2000 .adp file. This is the message I received:

"[ATI] [OpenRDA ODBC] RDA error: Resource not available.
No error"

Can anyone explain this error message?
I'm running this application on Windows 2000.
