Poor image quality on reports

I have images on a report which is a image control, the image control is linked to the image file. When i look on print preview they look okay but when i convert the report to a pdf the images look much more blurry and are slightly bigger. Is there a way to fix this in access or is it a pdf issue?

I think PDF issue. Its done it to me.
