Printing a report on a preprinted form

I am trying to print an Access report on a preprinted form. The detail section can of course change from 1 item to 14 items. There is information to be printed in the page header and the page footer. When I adjust one example to fit my form then if I add more items it throws it off the page. Is there a way to keep your detail section static so that it can have only a certain amount of space and always has the same amount of space on the printed page?

I could really use your help.

You need to play with the header and footer of the REPORT or PAGE depending if you want to carry the information on to the next page or place it at the top or bottom of a single sheet.
The body of the page can be made almost floating if you have it a a subreport or subform within the report and allow it to shrink and grow.
