Problem creating one to many relationship

I am trying to make a one to many relationship in from my product table, productid record to my tblRel table, productid record and it will only create a one to one. What am I doing wrong?

ProductID in the products table should be AutoNo
ProductID in the tblRel should be Number, with Indexing set to No
