You can change the setup options to hide the menus, toolbars and shortcut opetions, except from any custom ones you have and you can also hide the database window. This way, unless they know what they are doing you can stop the users from getting in to the background. If you think that they might know that holding down the Shift key as the database opens disables the startup menus, you can disable the Shift key and also create a hidden backdoor that only you know how to get in to!
