Query By Form with Checkbox?

I don't actually know if this should go in forms or queries or reports. I have a query by form that I am creating. One of the criteria I would like to include is whether or not the consumer is still active. I have this in the original data using a checkbox. I would like to have it that if in the criteria form they don't click the box it will filter the results to only include the active volunteers, but if they select it, it will include all of them. I'm uncertain what to place in the criteria field to do this. (See Attached Database)

Which form are you referring to?

PersonalHoursSummary_OptionsForm is the form which is supposed to have the options on it with the inactive checkbox.
