References are greyed out?

I've designed an Access 2000 application which works fine on my system but on another system running windows 2000 and Access 2002, I get reference errors.
When looking in the VB window at Tools, References - they are greyed out? Could this be a user login problem or an incompatibility between my development copy of access and the version being used at runtime?
