report group totals need to be descending

I have a report that calculates cost per crash and each crash location is grouped. In my footer I have Total crashes per location and total cost per location. I need the report to group descending by location with the total cost per location being the descending factor. (ie I want it to show me the locations from most expensive to least, and still have the individual records showing in the group) Does anyone know how to so this?

Grouping and Sorting

Look at your report in design view. Go to -View- Sorting and Grouping.
Not sure if that is what you are after.
