report showing numbers not text

I have a table that contains contact information and address. The 'state' field in the table is actually linked to another table containing the possible options. This works fine in my form "Contacts".

I can make the "State" show up in a stand alone combo box cmbState on the report but I cannot combine this with anything.

Ideally I want ["City", "State"] to appear as one item. So it prints properly without extra spacing. When I combine the "State" with anything all I get is ["City", number].

example: I want "Fargo, North Dakota" not "Fargo, 3"

This is the expression I'm using = [City] & ", " &[cmbState]

Try with
= [City] & ", " &[cmbState].Column(1)

there's no pont in having a combo box on a report, change it to a text box as Pat has already suggested
