Sir in access 2003, there was a facilty that we could scroll (navigate) through the forms by rolling the mouse wheel back and forth.
Can we have the same in access 2016

That feature seems to come and go. It works for me in a DS subform. I am using A2019. Make sure that the Cycle property of the form is set to All Records.

FYI this forum is nothing to do with Microsoft. We can only advise on how to use Access, not influence how it works

Anyway, I use both A2010 & A365 and can scroll through records using the mouse wheel in both continuous forms & datasheets.
The cycle property setting doesn't seem to affect that behaviour, at least for me
What the mouse wheel is actually doing is moving the scrollbar as the behaviour was changed in A2007.
This was to make the behaviour consistent and, in my opinion, was an improvement on previous behaviour
See Can't scroll records with mouse wheel - Office | Microsoft Docs

If that doesn't help, have a look at your Client Settings in Access Options in case anything these is preventing the scroll bar moving
