Set height of application window

Has anyone played around with setting the height of the active Access application window and taking the height of the Active Title Bar into consideration?

I have found that when I set up an application window size using the SetWindowPos function that everything looks great so long as the user doesn't adjust the height of the Windows default Active Title Bar (in control panel - display - appearance - advanced). The default height is 25. If you make it smaller (or larger) it impacts on the way Access displays an application.

Any suggestions here would be appreciated.
