Set up online enrollment

Morning -

I wanted to know if anyone knew how to set up an online enrollment website, or point me in right direction. My company wants to setup this up asap. For a quick turnaround, we were thinking about putting a database on our website, and having it downloaded. But how is done actually on-line? I would really appreciate ANY assitance w/this?
