Tabs do not display on multi-page form unless you "scroll up"

Hi there: I'm a newby..I created a 2-page form with tabs at the top. When the form opens, you do not see the tabs without scrolling up. Is there a setting of some kind that will open the form with the Tabs Visible???

As a rule, when a form opens scrolled down so that the top of the form dowesn't show (which is why you can't see the tabs) it's because the first control on the form to receive focus is on the lower part of the form.
Goto View - Tab Order for the Detail Section and see what control receives focus first. Move a control that resides at the top of the form to the top of the tab list.
