Text box not growing in Windows 2000

My database was created in Windows 98 and is used in both Windows 98 and 2000. I have a text box that the Can Grow property is "yes" and Format property is ">" (being forced to all capital letters). It works just fine in Windows 98 but in Windows 2000 the text box will not grow. When I take ">" out of the Format property then the box will grow in Windows 2000. Any way around this problem?
