Read it, he has a nice idea/intention. At first I thought it was a little weird that the UN was regulating who owns planets, which sounded a bit "out there". But if it's had a positive impact on nuclear weapons in space...........Maybe that's a good thing.

Knowing the way that "legal eagles" work, someone will just change the laws in question to require substantial change rather than the minuscule change that would be created by that laser.

For our UK friends who might not know the term, a "legal eagle" is a high-flying lawyer. Depending on the nuances of how it was used, you may add the inferences of "flying high to poop on whatever is below" and "scanning the area for fat, slow, and stupid prey."
