Urgent - Modal Forms

I have two popup forms. I want a modal effect in that the one on top must be closed before accessing the bottom one. I need to do this without setting the property of the forms to be modal as at somepoint I need to make them invisible and when they are modal and visible is false MSAccess hangs. I tried using On Gotfocus on the bottom form to reset the focus to the top one but this doesn't work because the forms are popups.

Anyone has any idea. I hope I have explaind myself properly.

how about changing them to modal and back again using OnOpen and OnClose events?
