Use of References

As part of my database i have a number of references set up, "Microsoft Access 8.0 Object Library" etc.

Are these references held within the mdb files, such that if I open it on another machine the references are still there, or are they lost?

If the answer is the latter, how can I programatically test and reset the links to the references when the database is opened?

The references are held withing the database so they will still be there when opened on another machine. However you may get a missing reference issue if the other machine is using a different version of Office. To avoid reference issues on different machines you might want to use late binding when publishing your product.
