I have searched Hi and low, and I see many people have this issue, but I can't seem to fix it.
I first create my Text file by exporting as a CSV with no field headings, I need Pipe delims so I edit the csv and replace comma with Pipe delim… so I then import that file and create my spec, I have the box Unchecked for field names and I save my spec.
So now I run my export of the text file with my spec, and false for field headings, and my result is always missing the first record. I have tried many different combinations but nothing works. I am at the point where I am going to load a dummy record as the first record just as a work around, but I don’t think I should have to do that.

ok wait, I think it is OK now, I kept fussing with my criteria and inadvertantly changed the records being returned and kept looking for one that i thought should be there... in other words I am an idiot lol...
