I am assuming you are meaning the grill top center and not the shadow from the window on the floor. that is an air/heating vent. here in the States our vents are "normally" on the floors or walls. not sure the actual reasoning for them being on the floor, but I recon if you have a basement it makes installing them easier than trying to tear out a wall

As Kalel said, it is a heat register (where the forced air heat is blown into the room). Where I live it is common to have them in the floor.
