    I'll jump in here. Ran into the same situation 20 years ago. A new table with one Field, "Numbers." Numbers should be sequential from 1 to (as many labels as you would ever need.)     Not 100%, but I deleted all copies on the he and importated tables only into a new db. No problems with forms, however, queries are a problem. When I try to use the query wizard it freezes at field selection and I have to use Task Manager to close. I'll mark this solved.

    I'm not sure about installing only Access. Perhaps in the custom installation? Don't remember the convert steps exactly. Seems when I clicked to open, Access said I needed to convert Which happened without problems.
