I think this will do:
Under the On Format event of the Detail section put in the codes:
If DesignValue is null then Detail.Visible = false, else Detail.visible = true.
Open the Sorting and Grouping dialog box, under Field/Expression select Student_ID, Group Footer set to Yes
Place the line "Total Days Suspended [= Sum([SchoolDays])]" under the Student_ID Group Footer
Just curious. Why do you want to open multiple instance of a report instead of putting all records in one report with each person's record on a new page?

Create an invisble text box [txtCount]
set it's Control Source = IIf([MARKET VALUE] Between 9999 And 24999, 1, 0)
set it's Running Sum to Over All
In the Group Footer set your required text box = [txtCount]
