Access project locked

I have an adp that was created in Access 2003, but now we are in 2007 version. When I open the adp file (connecting to SQL server), I can't seem to edit the report, queries, or adding more reports to the project.

Everything appears to be locked.

Have anyone seen this before?

Are you sure you have an ADP file and not an ADE?

Yes, it is an ADP file.

I also notice the the options under Office Button => Server => Link Tables is disabled.

It sounds like it is an ADE file that was renamed back to ADP.
