Office 2000 for small business is capable of opening and viewing access databases. Is there a way to obtain same capabilities with office xp?

To have a runtime Access in XP, you have to buy the (expensive) Office Pro Developers' Kit. That will give you a freely distributable runtime engine that will run your database without Access loaded.
