ActiveX Component Can't Create Object

When attempting to build a Combo box using the wizard I get the aforemention message.

Can anyone explain what this is and how to overcome it.

Question: Does anyine know how to search the Knowledge base when a search string contains a quote or apostrophy. I have tried all variations (apart from the correct one) withouut success
