Add horizontal lines to fill page

I have a database that I'm working on(see attached). I'd like the report to "fill" horizontal lines to the end of the page depending on how much info was entered at the top for desciption and donation.

Any help would be appreciated.

one solution would be to add all horizonal lines to the page and make them visible or not depending if there is data on top of them. does that make any sense?

I understand the concept but am a little unclear as to how to accomplish it. Using the send to back doesn't seem to work.
