Another program writing to a text box

Is there any way that I can write a command line which will write a value in a text box which is visible on a form which is already open and on the screen? Ideally it should be able to run from the Windows "run" command line. My aim is for a webcam program to be able to send the filename of a recently captured iamge to the database.

I imagine that you could try to refresh the field after it is updated
