Background & Borderless for a Form

What's the best way to put a picture as a background of a form? I'm tried by doing it in form properties, but the picture is smaller than the actual size. When I import it through the toolbar, it goes over all of my controls. Is there any "arrange button"?

Also, how can you have a form be borderless? Thanks!
 
Place you picture using the toolbar as previously. Ensure that the picture is selected then on the toolbar: Format\Send To Back. All of your previously placed controls should now be visible.

Borderless: Open the form properties (e.g: double click at the top left of the form window (where the 'rulers' meet)). Click on the Format tab, about half way down the list is 'Border Style', select None from the drop-down box.

Another easy way is to go to the properties table for your form and under the heading Format, there is a part that says 'Picture'. Click on the text box next to this and then click on the little button with '...' on it. This will allow you to insert a picture from a file stored on your computer. When you select one, it should fill the background of your form :)
