Bus Pass Problem

I'm involved with a project that is currently in its infant stages and I need some help figuring out how to create a report. My department had a custom Access DB made to track bus pass users for our city. It's been about a year now so requests for pass renewals will begin soon and I'm trying to figure out a way to create a report that shows which of the original users get renewed and when. Unfortunately, the bus pass program does not allow us to just add new passes to a user's record. Instead we have to create a new pass ID everytime they need a new pass (each rider is only allowed one pass ID). Currently, I have created an excel sheet that records the same information as the database in hopes that I will figure out a way for Access to check for "original" users with old pass IDs. I'm not sure if I explained this well enough, but please let me know if you have any questions. I will do my best to clarify and hazy parts.

In your user table, have the UserID indexed, but allow dupicates.

After the second round of pass purchases, it should be easy to create a report that tells you how many passes each user has purchased.
