Can not view report in design mode

The report normally requires an id number which and the report prints.
When i try to view the report in design mode, I get a box which says -
"The stored procedure executed successfully but did not return records:
It has OK as a choice and if that is clicked or X is clicked it comes back again and again. (I then use task manager to close it.)
How can I look at this form in design mode?

Try closing the app, and then reopening it. Press F11 to bring up the navigation pane, select Reports, right-click the report and left click Design view.

This is what I have been doing and getting the error which repeats and keeps me from doing anything.

I accidently found that executing it which produces an empty report then allows me to open in design mode.
Thanks, problem circumvented.
