Changing password on Access 2010 database

I need to change the password on a database. I have taken the following steps:

1) I have opened the database as 'Open Exclusive'
2) Clicked file>Input

However at this stage where there should be an option for 'decrypt password' it says 'encrypt with password'. I have to enter the password to even get this far so I know it is password protected but for some reason it is not giving me the correct option.

I have tried entering a new password as well as the existing password in the 'new password' and 'verify' fields but regardless of what I enter I receive an 'invalid password' message.

Any ideas why I'm not able to decrypt this database?

P.S. I have tried with other databases and I am able to do it, so it only seems to be this database. It is a split database, I am having this trouble with the backend
 
If you enter the database password, it means that you have activated the User Account Control. Which means that users can be added to the workgroup file.
Apart from that you can encrypt the database which is a different way of protecting your data.
In your case it looks like the database is not encrypted.

If you enter a blank password as a database password, you have disabled UAC.
