concatenate not giving needed result

After searching through 18 pages of search results I have not found the answer. Would someone please tell me why this expression is not working in my query?

"& ""[RootCauseStatement]"" & " if you want the result to be &"[RootCauseStatement]"&

is the problem a conflict using double quotes " could you not use single quote '
ie: =" ' "&[RootCauseStatement]&" ' "

How could I guess that. If you heve a field[RootCauseStaement] containing "a root cause statement" then just use

"&[RootCauseStatement] &
