copy data to new field

Is there a way to copy data from field1 on the previous record to field2 in a new record any time a new record is added. The only condition would be if field1 of the previous record were = to "XVYABC" then field2 would be populated with the last record that had data that wasn't "XVYABC"? "XVYABC" will always be the same it will not change as far as a value to check for goes.
