hello,

I have 2 questions:

1) How do I add an icon to a form in ACCESS 2007 (and where do I get it
from)?
2) How and where do I create different user accounts for the data base
(ACCESS 2007)?

You have to use an MDB file (Access 2000-2003 mode) to be able to implement user security in Access 2007. It isn't available in the new Access 2007 formats.
 
Let's do these in order of easiness.

To add users, you must have a workgroup defined. Search this forum for "securing a database" to see what is involved.

In the main (or "database") window, using the MENU bar, there is path

Tools >> Security >> Add Users and Groups >> a dialog box that lets you add users and groups.

OK... adding an ICON to a form? Why? (I.e. what do you wish to do with it?) That's NOT a rhetorical question. Your answer will tell us the direction in which to point you.
 
And the user security is added here in Access 2007 (different than Doc's path):

and VERY IMPORTANT: Make a copy of your database BEFORE you try to implement the security as you can find yourself locked out and then have to create the whole thing over.

I wish I had a copy of A97 to use on one of my other machines here at home (I've got a network of 4 machines) so I could answer those questions about that version. I've got all of the other versions, after 97, but not 97.
