Data requirements/Transaction requirements

I'm just starting the process of constructing a database system in Access, about a parking system. In brief, my database should be able to support the following activites:
-to check the availability of parking and be able to quote the parking free
-take a booking,alter the booking or delete the booking
-process the actual parking of a car, whether with or without prior booking
-produce bills with all relevant details including the worked out parking fee

However, I have to list all data requirements and transaction requirements. Can anyone give me some guidance/suggestions on what data/transaction requirements are, and maybe supply an example?
