Database 'Admin' on machine

We have a small Access DB with just a few tables that comes up with this error message quite often.

"The database has been placed in a state by 'Admin' on Machine 'LTUSKRALRSTACKS' that prevents it from being opened or locked."

I thought I had the tables set with the correct permissions, but I must have missed something.

Can someone give me the key?

Is the db on a Network?
Do you have Access security enabled?
Other type of Security or code?

The DB is on a network, I do not have Access security enabled. Each user has the network location setup in Access as a trusted location. This is Access 2010 and I thought there was some setting that I must have missed. In 2003 Access there was a setting for to share a DB if I remember correctly.
