Detect Missing Libraries

Can I detect if a certain library is missing? If so I want to execute a different set of code in an attempt to provide the same functionality.

Do a search on IsBroken or Broken References --- i used to have a sample database that tackled this problem, however that may have been before the forum was hijacked.
