Disabled Ribbon Control

I am working with a small, relatively simple database (a few Tables and five Forms) that was created by someone else. For some reason, when I open the principal data entry Form (either from the Navigation pane or using a command button on a navigation form), all of the controls of the Sort & Filter group of the Ribbon's Home Tab are disabled except for Advanced. I can find no way to enable these other sort and filter controls except some of them get enabled if I open one of the other forms and shift the focus back and forth between them. Can someone suggest where I might look to find whatever VB code or Property settings or whatnot is disabling the sorting and filtering controls?

Not only you suffered from that bug.

To get things right I used the following technic:
<toggleButton idMso="FiltersMenu" label="Filter" size="large" visible="true"/>

the key point in the line above is:
visible="true"
